The Evaluation Committee

The role of this committee is to evaluate bids in accordance with the specifications as set out in the original tender document and to conduct such an evaluation under a point system as stipulated in the Supply Chain Management Policy of the organ of state. This instruction is found in the regulations of the Preferential Procurement Policy Framework Act (PPPFA) of 2000.

A key consideration when evaluating a bidder`s tender is to assess whether it has the capacity and know-how to render the required service efficiently or deliver the right product at the desired time. This is to ensure that suppliers who enter the bidding stage are ones that are indeed qualified to respond to procurement requirement.

Once this committee has made a recommendation as to their choice of a preferred bidder to execute the contract, they`re also tasked with confirming whether this bidder`s municipal rates and taxes and municipal charges are not in arrears or outstanding for more than 30 days. Tender documents, issued in the main by municipalities, has a declaration form wherein the bidder declares that no such rates, taxes or municipal charges are outstanding. The organ of state may also reject the bid or quote of any person if that person or any of its directors has failed to pay municipal rates and taxes or municipal service charges and such rates
