AU Institutional Reform Agenda
1. The January 2017 AU Assembly Decision, Assembly/AU/Dec.635(XXVIII), on the Institutional Reform of the African Union (AU) sets out a comprehensive AU reform agenda. It is aimed at fundamentally re-positioning the organization to meet the evolving needs of its Member States and the continent and identifies the following core reform priorities:
- Focus on key priorities with continental scope;
- Realign African Union institutions in order to deliver against those priorities;
- Connect the African Union to its citizens;
- Manage the business of the African Union efficiently and effectively at both the political and operational levels;
- Finance the African Union sustainably and with the full ownership of the Member States.
Realigning AU Institutions
2. The January 2017 Building a More Relevant African Union Report identified four major challenges facing the African Union (AU):
- The AU is highly fragmented with too many focus areas;
- The AU’s complicated structure and limited managerial capacity lead to inefficient working methods, poor decision-making and a lack of accountability;
- The AU is neither financially independent nor self-sustaining, relying instead on partner funding for much of its financing;
- Coordination between the African Union and the RECs is limited.
3. In order to address the above challenges the Report made two key recommendations that were adopted by the AU Assembly:
- First, that the AU’s agenda should be focused on a fewer number of priority areas, which are by nature continental in scope, such as political affairs, peace and security, economic integration (including the Continental Free Trade Area), and Africa’s global representation and voice.
- Second that the division of labour between the African Union, RECs, regional mechanisms, the Member States and continental institutions should be clarified.
4. Based on the above, the Assembly also decided to realign AU institutions in order to deliver against those priorities and undertook to review and update the mandate and structure of key organs and institutions. As part of this process the reform of the AU Commission will be a central part of the reform agenda this will focus on improving the overall efficiency and effectiveness of the AU Commission; ensuring the Commission is staffed by Africa’s top talent and developing recommendations for the selection of the AU Senior Leadership in order to strengthen the overall framework for accountability, results and impact at the leadership level.
II. OBJECTIVE OF THE CONSULTANCY
The consultant is required to work within the Reform Implementation Unit to advise on institutional and administrative reform issues arising from the AU reform implementation process.
- Advise on institutional and administrative related aspects of reform related proposals and recommendations;
- Advise on the preparation of administrative reform proposals and recommendations related to the reform of the AU Organs;
- Work with the Department of Information and Communication to develop strategic communications strategies to engage internal and external stakeholders;
- Prepare terms of reference for the procurement of specialised consultancy inputs related to the administrative reform of the AU Organs; and
- Work with the AU Commission’s Secretary General and Legal Counsel to develop draft Decisions where required.
The consultant is expected to provide reports on the following activities;
- administrative reform proposals and recommendations related to the reform of the AU Organs;
- Inputs into the strategic communications strategies to be produced by the Information and Communication Department, engaging internal and external stakeholders;
- Terms of reference for the procurement of specialised consultancy inputs related to the administrative reform of the AU Organs; and
- Inputs into draft Decisions to assist the AU Commission’s Secretary General and Legal Counsel
IV. QUALIFICATION AND EXPERIENCE
Consultant selection will be made based on the following minimum educational and experience criteria:
a) Education: Advanced University degree / University Master’s Degree in Management and Administration, with a minimum of 12 years (post-qualification);
- A minimum of 12 years (post-qualification); experience and minimum of 7 years at expert level
- Proven knowledge of public sector reform and administrative reform and change management
- Proven record of the successful design and delivery of complex public sector restructuring and administrative reform initiatives;
- Proof of engagement with/membership of, prominent professional bodies/advisory boards and governing councils of organizations working on international public administration in Africa and internationally.
The following key competencies will be crucial for this post:
- Delivery: Innovation and ability to drive delivery within agreed timelines in line with guidance and with minimal supervision;
- Team working: Ability to work in a multicultural environment and maintain productive team working relations;
- Organisation and Prioritisation: Ability to deliver high quality work against tight timelines and under pressure;
- Responsibility: fostering an accountability culture
VII. DURATION OF CONSULTANCY AND REMUNERATION
The duration of the consultancy is 3 months at US$10,536.74 per month on submission and acceptance of reports on deliverables listed under section IV.
VIII. EVALUATION CRITERIA
For evaluation of the expressions of interest the following criteria will be applied:
a) General Education Qualification and Relevant Training (30 points);
b) Experience Related to the Assignment (60 points)
c) Language (10 points);
